In 1975, graduated from the Faculty of automation and equipment construction of Kyiv Polytechnic Institute (specialty - "automated control systems").
From 1975 to 1989, worked in the communications design bureau.
From 1989 to 1995, worked at the Institute of Information Registration Problems of the Academy of Sciences of the Ukrainian SSR as a head of the department.
From 1995 to 2006, worked in state authorities in the field of communication and informatization.
After that, he worked at the Ukrainian State Radio Frequency Center and the Ukrainian Scientific Center for the Development of Information Technologies.
Since 2021, he has been working as Chief of the Department of Information technology of International European University, Kyiv.
Pedagogical activity since 2007 is associated with teaching at the National Academy of Management, National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute", and National Pedagogical Dragomanov University.
In 1992, he defended his dissertation in specialty 05.13.06 "automated control systems" and received the degree of candidate of technical sciences.
2013 - received a scientific title of Associate professor at the department of intellectual systems.
In 2020, he defended her dissertation in specialty 05.13.06 "information technology" and received the degree of Doctor of technical sciences.
2020 - received a scientific title of Senior researcher in specialty 126 "information system and technology".
In 2007, he was elected a member of the International Academy of Informatics.
During the time of co-authorship of various universities and research institutions, he published about 200 scientific and educational works, including 5 monographs, 7 tutorials, 2 patents.
Awarded the honorary title "Honored Worker of the Service Sector of Ukraine", as well as the title "Honorary Liaison Officer of Ukraine".
