In 1984, he graduated from the Mechanics and Mathematics Faculty of Dnipropetrovsk State University.
From 1984 to 1997, he worked at the Institute of Hydromechanics of the National Academy of Sciences of Ukraine as a junior and senior researcher.
In 1990, he defended his dissertation at the Kyiv Institute of Civil Aviation Engineers and received the degree of Candidate of Technical Sciences. The main areas of activity were systems for controlling the movement of aircraft and underwater vehicles.
In 1996, the Higher Attestation Commission of Ukraine awarded him the title of "senior researcher".
From 1994 to 2002 - Deputy Director and Director of the Institute of Applied Problems and Technologies of the Academy of Technological Sciences of Ukraine.
From 1996 to 2002, General Director of the Ukrainian Bureau of International Projects (part-time) and Head of the Secretariat of the European Commission in Ukraine. Coordinated all international scientific research on liquidation of the consequences of the accident at the Chornobyl NPP.
From 1998 to 2000, he was the head of the department of the Ukrainian Institute for Environmental and Resource Research at the National Security and Defense Council of Ukraine.
From 2000 to 2002, associate professor at Kyiv Polytechnic University.
From 2002 to 2004, he was a professor at the State University of Information and Communication Technologies.
From 2010 to 2015, he was a professor at the State University of Telecommunications.
From 2013 to 2015, vice-rector for scientific work of the State University of Telecommunications.
In 2015, he defended his doctoral dissertation on the specialty 05.13.06 - "information technologies" at the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine and received the degree of Doctor of Technical Sciences. The main areas of activity are the construction of modern information and communication infrastructure.
From 2016 to 2018, he was a professor at the Department of Computer Information Technologies of the Military Institute of Telecommunications and Informatization.
From 2016 to the present, he is the head of the department, the Deputy Director for scientific and innovative activities at the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine.
From 2018 to the present, he is a professor of the department of cyber security and application of information systems and technologies of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute".
In 2022, the academic title of professor of the department of cyber security and application of information systems and technologies of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" was awarded.
Laureate of the State Prize of Ukraine in the field of education in 2017.
24 years of experience in scientific and pedagogical work, 12 years as a professor.
Published more than 160 scientific and educational-methodical works, including 18 monographs, textbooks and training manuals, 2 copyright certificates (inventions), 3 methods.
